Forestry devolution in Scotland

By April 2019 forestry will be devolved in Scotland. This means changes to how it's managed in future.

Working with Scottish Government

We're working with Scottish Government under the Forestry Devolution Programme to complete this. Together, we're leading projects to coordinate the process. The programme builds on work carried out by the Scottish, Welsh and UK Governments since 2015.

What we’re working on

  • Legislation Project: setting up a modern framework for development, support and regulation.
  • Forestry and Land Scotland: creating a new executive agency from Forest Enterprise Scotland.
  • Scottish Forestry: creating a new executive agency from Forestry Commission Scotland.
  • Cross-border Project: establishing the functions that Scotland will lead on (economics, UK Forestry Standard and Woodland Carbon Code) and confirm Scotland’s requirements for functions being delivered by the UK and Wales.
  • Staff Transfer Project: moving FCS/FES staff into Scottish Government under the Cabinet Office Statement of Practice (COSoP).
  • Forestry Strategy Project: developing a new Forestry Strategy.
