Function of the Board

The Scotland Executive Board comprises senior officers from FCS and FES who consider and decide upon issues that are relevant to or will impact on both arms of the organisation.

Key Functions


The SEB will discuss spending plan submissions, annual budgets (and monitoring) and will agree NCS finance updates.

HR issues

The SEB will discuss the application of FC-wide HR management policies and agree a Scotland position and will provide feedback to HR Director. It will also consider issues such as training, reporting standards and the implementation of FC-wide initiatives.

Change Management

The Board will monitor progress of the change management programme, identify and assign resources and approve and sign off business cases for change.


It will also be for the SEB to agree communication priorities,  including internal communications, as they apply across both FCS and FES.

Cross organisational issues

The Board will discuss and agree a Scotland position on cross organisational issues.


The Secretary to the SEB will publish a minute of all meetings.
